1. Executive Summary

This proposal seeks financial and technical support for the establishment of a modern gold refinery in Kassanda District, Uganda. The project is spearheaded by Mr. Ken Rwego, a licensed Ugandan entrepreneur with a government-issued gold mining license covering 9 square kilometers of mineral-rich land.

Kassanda District particularly areas such as Bukuya Town, Mukapya, Kikade, Kabada, Sector 7, Owalukwago, Kagaba, Mukyakamapala, and Katugo is recognized as one of Uganda’s largest and most productive gold mining regions. It is estimated that over 70,000 artisanal miners operate in the area, contributing to a local gold trade turnover exceeding UGX 500 million per annum.

Despite this economic potential, the region lacks a gold refinery, forcing miners to transport unrefined gold to distant locations, incurring high costs and significant value loss. Mr. Rwego’s project aims to establish a community-serving refinery facility that will not only refine gold from his mine but also offer processing services to thousands of small-scale miners, creating employment, promoting transparency, and boosting local economic growth.

2. Project Background and Justification

2.1 Overview of Gold Mining in Kassanda District

Kassanda District has rapidly become Uganda’s leading gold mining hub. Areas such as Bukuya and Mukyakamapala host numerous artisanal and small-scale miners who depend on gold mining for their livelihoods. However, due to the absence of local refining infrastructure, the majority of mined gold is sold raw, often at undervalued prices to middlemen or illegal buyers.

2.2 The Problem

Currently, there is no operational gold refinery in Kassanda District. Artisanal miners lack access to proper refining and processing equipment, leading to:
– Loss of gold value due to impurities.
– Low income for miners and the local community.
– Poor environmental practices due to crude extraction methods.
– Limited local employment and skill development.

2.3 The Proposed Solution

The proposed Gold Refinery and Processing Facility will bridge this gap by offering local refining services, introducing environmentally sound processing technologies, and supporting artisanal miners to maximize returns from their mining activities.

3. Project Description

3.1 Project Objectives

  1. To establish a fully operational gold refinery in Kassanda District by 2026.
    2. To process and refine locally mined gold to internationally acceptable purity standards.
    3. To provide refining services to artisanal and small-scale miners at affordable rates.
    4. To promote local employment and economic empowerment in the mining communities.
    5. To contribute to Uganda’s Vision 2040 through industrialization and value addition in the mining sector.

3.2 Project Components

The refinery will comprise the following essential components and equipment:
– Gold Crusher: For crushing raw ore before processing.
– Small Refinery Plant: For smelting and refining gold to high purity.
– Leaching Tank: For extraction and separation of gold from ore.
– Elution (Illusion) Machine: For desorption of gold from activated carbon during the refining process.

3.3 Location

The facility will be located in Kassanda District, within the 9 square kilometer mining area under Mr. Rwego’s license. The site already includes a 1,100-foot underground mining pit, providing consistent ore supply for the refinery.

4. Expected Benefits and Impact
