1.0 Background

Uganda is one of the most densely populated countries in the Africa with a population of about 50 million squeezed in an area of 147,570 square kilometer. Poverty is wide spread with a low per capita income of about US $ 421. Approximately 41% of the population live below poverty line while 19% in extreme poverty. Article 21 (2) of the Universal Declaration of Human Rights, which was adopted by the UN General Assembly in 1948, states: “Everyone has the right of equal access to public service in his country”. Despite this, disabled people in Uganda face immense difficulties in accessing services, facilities and opportunities. There are a number of reasons behind the poor accessibility in Uganda; however, probably the root of the problem is lack of awareness of disability and the needs of disabled people. This results in disabled people being marginalized and excluded from mainstream society. They are rarely consulted or considered when planning infrastructure or services. Without understanding disability and the needs of disabled people the situation cannot radically improve to solve a problem.

Disability is one of the vital problems of Uganda. Owing to malnourished mothers, ill health, lack of minimum medical facilities, rate of disability is higher than any other areas of Uganda and at the same time the neighbor countries. Belonging to the poor parents and families, the people with disability lead their lives in a miserable condition. Unfortunately Uganda Govt. initiatives for the disabled peoples are hardly available while NGOs and civil societies do not have adequate programs for them. Considering the situation, Jonan has undertaken an initiative to promote the livelihood, their rights, easy living and economic self sufficiency of the people with disability.

2.0 Problem Statement

Most of the people with physical disability, blindness, low vision, multiple disability and intellectual disability are looked after by their family members. A greater majority of People with disability are in need of assistance for activities of daily living. It is observed that the type of assistive devices needed most by People with disability of differs from that needed most by People with disability based on the prevalent disability type. As should have been expected, greatest majority of People with disability have put forward their need of wheelchairs and crèches while majority of People with disability have demanded hearing aid. It is observed that families do not keep in mind the importance of the education of persons with disabilities, persons with disabilities are discouraged to get married, Persons with disabilities are victim to violence, abuse and negligence. Most of the time they kept separated from other family members and relatives; there is no chance of participation in social activities. It is inferred that the greatest majority of People with disability are suffering from lack of confidence which raises hurdle for them in socializing with others. Most of the People with disability have stated as having major issues in introducing themselves and this being the beginning of all other aspects of socialization such as initiating relationships, friendships etc makes it difficult for the People with disability to interact with people and build on from there. Therefore inculcating confidence in the People with disability is of utmost importance and should be kept high on our agenda.

3.0 Project Justification

In Uganda on the other hand, there are very few facilities available for its physically-challenged residents, which comprise 15% of its total population. Majority of Ugandans disabled population is illiterate. This makes the physically-challenged section of the society a burden on the national economy, although with an adequate approach, this need not to be so. As a nation, we cannot develop economically, socially, or culturally if we ignore the existence of such a significant portion of our population. Furthermore, we believe the key to ensure a productive future to this country is to train its young citizens to recognize their role in society and to have an active volunteering lifestyle, as they will be the ones to lead the world of tomorrow. In Uganda as in many other countries, the disabled persons are often looked upon as a burden on the society and are unable to become productive members of the society. In the past, the disability related issues have been ignored widely both by the Govt. and the NGOs. Currently they are being recognized as a cross cutting development issues and also are gradually being seen more as an issue of right than charity. In order to enhance socio-economic development, the country cannot afford to leave these segments of people out of the development process. Keeping this in view and with the aims to provide appropriate and gainful services to the underprivileged specially the disabled people Sampod has planned to undertake the proposed project.

4.0 Implementation strategy

The project activities implemented on the basis of approach of rights-based approach on the issues of humanities. Human rights apply to everybody, without discrimination, in all their diversity. The dignity of all human beings must be respected, and each person’s dignity is of equal importance. Each time someone’s dignity is not respected, each time they are the victim of discrimination, or are not treated or considered as a person in their own right, this is a repudiation of their Human Rights. A person who is discriminated against or marginalized is being deprived of opportunities from which others benefit. This is still too often the case for disabled people today. The implementation of the project will be managed at the National level of Sampod Uganda and main responsible to implement the project at field level of Sampod Kampala Regional office. The process of policy dialogue will determine priorities at national level and this will generate buy-in for national level action. Representative organizations of people with disabilities at each level will be involved at all stages of the project’s development – at the level of the “project committee”, in the development of each core product/action and the development and monitoring of the project. A strategy for how to effectively involve people with disabilities will need to be agreed at the planning stage for each action. Each level will be responsible for reporting on actions under their responsibility which will be consolidated by Donor. This project fits within the overall programme, policy and monitoring structure of Sampod. In this context, the project will be subject to all of SAMPOD’s operational procedures e.g. contracting, procuring, finance control, etc. SAMPOD has internal operational oversight and audit procedures which obviate risks such as corruption and mismanagement. Detailed activities are outlined in the budget for year one. The project committee mid and annual reviews will enable joint planning of future actions based on identified priorities. Criteria for selecting pilot projects will be developed within the first six months of the project. They will need to take into consideration interest from the country, governance, available infrastructure, human resource capacity, finances available, partner capacity (Government, NGO and social organizations), and the ability for the project to leverage systemic change and increase regional capacity for action. Across the portfolio of activity, attention will be given to ensure gender equality, pro poor emphasis and cross disability involvement with a focus on underrepresented groups. Tools on how to assess the situation and the readiness of countries for policy change will be developed as part of the project. These tools will assist in providing a contextual analysis, building a baseline and identifying stakeholders, and will be employed with countries during national level policy dialogues on the Donor report.

5.0 Implementing organization

Sensitize and Mainstreaming of Persons with Disabled (SAMPOD) will be the main implementer of the project.

6.0 Goal:

The overall goal of the Disabled Support project is to improve the quality of life for the persons with disabled in poor families in Kampala district.

7.0 Objectives:

  • To create social awareness about disability.
  • To ensure equal rights in society for the disabled,
  • Increased and more appropriate support for disabled persons and their families.
  • Increased social interaction between families with disabled in villages in the area.
  • Integration of disabled children and young adults into the wider community.
  • To create a skilled work force within the disabled community by taking different sustainable projects, empowering youth and women.

8.0 Target group

The target group for the disabled support program will be people with disabilities with a mental and/or physical disability in Kampala district, Uganda, who live in poor needy families that cannot care for their children.

9.0 Project Implementation

Major activities of the expected plan of action:

Project start up:

  • Comprehensive and Baseline Exercise in 30 villages to document the baseline information about the disable and awareness level of men and women communities regarding rights of men and women with disability.
  • Project orientation with different stakeholders
  • Staff recruitment
  • Staff orientation of the project implementation.

Awareness raises programs on the rights of persons with disabilities in family and sensitization of the community people on disabilities.

  • School level campaigns on the issue of disabilities for their right and responsibilities.
  • Day observation on the aspect of disability.
  • Demonstrated drama at public places on the issues of disabilities for more responsible to the disabled.
  • Formation of Community Organizations at village level.
  • Dramas and puppet shows by trained community organizations in their communities.
  • Social and Sports events for children, youth, men and women to promote inclusive development.
  • Experience sharing meetings.

Support to develop the disabled:

  • Educational support to the disable students-60
  • Eye camp-1000
  • Treatment supports-100
  • Assistive device support for the people with disabilities-100.

Training program:

  • Training of the household members to responsive of disabled.
  • Awareness rising training on inclusive development amongst elected representatives and local government officials.
  • Training of the local school teachers to responsive of disabled.
  • Training of Community Organization on inclusive development.
  • Training of Community Organization on how to conduct meetings.

Seminar, workshop and Advocacy for mainstreaming of People with disability:

  • Seminar on disabilities and our roles in aspect of human right and gender equality.
  • Workshop on the human right and gender equality prospect to MDGs with members of disabled families, school teachers, social leaders and other stakeholders.
  • Advocacy/social mobilization of the right of the persons with disabilities
  • Advocacy on the proper treatments of the persons with disabilities
  • District Level Workshops with Stakeholders to discuss progress on inclusive development.
  • National Level Consultation Workshop to consolidate recommendations for inclusive development.
  • Media Campaign to promote inclusive development.
  • Newsletter to share progress among communities regarding inclusive development.

Expected Result of the Project:

Direct beneficiaries will be 1000 children with a variety of disabilities, who will receive improved support to enroll and progress in mainstream primary education. High quality, standardized, participatory assessments will give all those who support each child the information they need to develop an effective, meaningful development and support plan for that child.

  • 100 family members of disabled children, who will be better able to support their child’s educational and functional development
  • 10 teachers will be better able to work effectively with disabled children, improving inclusion as well as each individual child’s performance
  • 10 staffs, whose skills in assessment, referral and support of disabled children will be improved, who will gain expertise in working with children with various disabilities and who will be able to provide better technical support on inclusive education to teachers and community members
  • 20 Community Health Workers who will be better able to coordinate support to disabled children and their families
  • At least 12 representatives of governmental and non-governmental service providers, whose understanding of inclusive education, and ability to plan effective processes and services, will be improved

 

Stakeholders of the project:

Traditional local Social organizations, NGOs worked for persons with disabled, Local government organization, Chairman etc. for effective coordination and networking for sharing the knowledge and dissemination for future establishing the right of the persons with disabled.

Expected Outcome and output of the Project:

Outcome: Changes in the capacity of social organizations and institutions to enable improved access to essential services, good and information for mainstreaming and wide scale adaptation of the persons with disabilities.

Output-1: People sensitization on the rights of persons with disabilities in home and society level.

Output-2: Social organizations (SO) and institutions are implementing advocacy strategies including livelihood, education, political representation, physical access, gender issues and law.

Output-3: Innovative in large scale education, health initiatives and supporting program implemented in target areas.

11. Work Plan

June. 2018 In depth assessment of the area to include numbers and needs of children with disabilities and the provision available for them (with knowledge of other NGO’s) in affiliation with the rehabilitation centre in the district
June. 2018 Make contact and links with other providers in the area, such as schools, clinics and homes (government and private).

 

June. 2018 Set up an empowerment centre for the empowerment of disabled children and their parents.

 

June. 2018 Find locations for satellite centres and recruit staff.
June. 2018 Equip the families of disabled children with the knowledge and skills to provide targeted care for children and provide means by which the children can develop a level of independence relevant to their needs.

July, 2018 Sustain and expand the centre by assessing needs and program effectiveness, by provision of coordinators to monitor and support the centre’s activities and by identifying potential community members to continue with and develop appropriate programs.
July, 2018 Find financial support from the local government and local/international sponsors.

 

12. Monitoring & Evaluation Plan:

SAMPOD has a results based management system and accountability framework which requires SAMPOD to measure progress against objectives, expenditure and for informing the revision of policies and strategies. Mechanisms for monitoring are intrinsic to a number of the activities:

Situation analysis which will provide some contextual/ based line information, including gender issues and challenges based on available information. From this analysis progress can be measured, for example on the projects developed under Outcome. The mechanisms for monitoring each action will be determined based on the action being implemented and the stakeholders involved.

The guidelines promote monitoring and evaluation and provide guidance on developing a situation analysis and collecting base line information when initiating programs. This project will also develop more detailed guidance on monitoring which will promote the need to collect disaggregated data- sex, age, and socioeconomic status. Once completed, these guidelines will be used in projects and learning shared through the networks, through writing papers and giving presentations.

13. Management:

Sampod will endeavor to build capacitated staffs with technically sounds in these aspects of disabilities in three years project that kept a fundamental basis to work for humanities in the society. These staffs with works towards humanities and made a human society without discrimination of their services.

14. Sustainability:

Sustainability of the project based on the rehabilitation services are care not cure. Long term sustainability of programs is therefore very important. Programs which are set up for just two to three years may cause a lot of frustration. They may create hope in the lives of disabled people, but once the project disappears, the often poor family may have to cope with the changed attitudes and expectations from the disabled member, which they cannot fulfill without external assistance.

There is no doubt that disabled people have a lot to offer to each other, and to any disability program. In many African countries, disabled people with different disabilities or of one disability group have gathered in meetings, have formed pressure groups, have started their own projects, and some have become fully fledged organizations. Some of these initiatives are very meaningful, representing disabled people from different levels of the society. Others however, seem to have an even more patronizing effect on disabled people than other program. Many of these initiatives failed once they were taken over by disabled people, who had other goals, rather than the fight for better living conditions and for the human rights of their fellow disabled people. Here also, input of foreign money has done a lot of damage. The project is oriented at building technical capacity through the development and dissemination of normative documents and support in their application.
